Update on Elementary School Building Project and Related Topics

The PGO would like our school community to stay informed about the progress towards addressing elementary school building issues and making capital improvements. 

The dialogue surrounding the Amherst Elementary School Building Project surfaced multiple enrollment challenges facing the district.  


On June 14, 2017, the Amherst School Committee voted to form the Enrollment Working Group (EWG), which includes community members, families, and staff members, to investigate challenges and develop potential suggestions for consideration of the Superintendent. The EWG decided to form five subgroups: Socio-Economic Balance, Special Education Programs, Declining Enrollment, Preschool Access, and Dual Language Immersion.  


After working summer 2017 through winter 2018, the EWG subgroups each reported their findings to the Superintendent and Amherst School Committee. At the March 14, 2018 Amherst School Committee meeting, Superintendent Morris presented his formal response to the EWG findings. Information regarding the work of the EWG, it’s subgroups’ findings, and the Superintendent’s response can be found here.

Chef Sam is Visiting! Volunteers Needed During Lunch on June 4

On Monday, June 4th, Chef Sam will be at Fort River for a special taste test of a brand new lunch menu item: Green Monster Pizza! This homemade pizza will be on the menu later in June, featuring pesto made using produce harvested from our school gardens. 

We would like to collect student feedback during the lunchtime taste tests, and are looking for volunteer support to help make this happen. Volunteering would entail being in the school cafeteria from 11am-1pm, working with Chef Sam to collect and record students' comments and opinions. Volunteers must have completed a CORI check with the school district. 

We hope to have the support of 2-4 volunteers. Interested individuals should contact Science & Garden Coordinator Jennifer Reese at reesej@arps.org.

Amherst Education Foundation Announces 2018-2019 Excellence Grants


Heading into its 25th year, the Amherst Education Foundation announces its Excellence Grants for the 2018-19 academic year.  Totaling $29,000.00, the grants are spread across the Amherst Elementary Schools, the Amherst Regional Middle School, and the Amherst Regional High School.

Of particular interest to elementary families is the winning proposal from Jennifer Reese, Elementary Science and Garden Coordinator:

ELEMENTARY GARDEN-BASED LEARNING 
Grantee: Jennifer Reese, Elementary Science and Garden Coordinator
Grant Amount: $5,000.00
Schools: Wildwood, Fort River, and Crocker Farm

Description: Garden educator Leila Tunnell will lead all second grade students in year-round garden-based learning at school and on field trips to Brookfield Farm.  Each elementary school will create universally accessible raised beds.  The curriculum will build on lessons individual teachers have used in kindergarten and first grade and will provide second graders with the opportunity to learn about our local ecosystem, food sources, collaboration, and problem solving.

Fort River School Building Committee Seeking Architectural Design Team

On May 2, the Fort River School Building Committee released a Request for Qualifications (RFQ) for the Fort River Elementary School Feasibility Study. The Building Committee will receive applications from architectural design teams interested in working with the Committee to provide the Amherst community with options for a Pre-K through 6thgrade school on the Fort River site and the estimated costs of those preliminary design options. The Building Committee’s work will conclude with the delivery of these options to the Amherst School Committee.
The awarded design team will analyze the Fort River site and school building and propose options for at least three feasible designs. The committee will ask the design team to give the community options that span a range of building costs, operating and maintenance costs, and environmental impacts of both initial construction and continuing operations of the building. The committee and design team will also consider how potential design solutions will affect the operations of the school during the construction of such a project. Renovation, addition, partial or complete demolition, and new construction will all be explored.
The successful design team will work with the building committee in a collaborative, iterative design process over an anticipated 6 months. During this process, the Amherst community will be invited to participate in public forums at three milestones to learn about the design processes and offer feedback.
An indoor air quality assessment of the existing building was recently conducted by ATC Group Services from West Springfield, MA.  Results are expected to be available in June.
Community engagement with the Building Committee’s work will include public access to the committee’s website (www.amherstma.gov/frsbc), that provides access to meeting agendas, minutes, and documents; a binder located in the circulation section of the Jones Library; an e-mail address to receive public comment (fortriversbc@amherstma.gov​); an e-mail list serve; public forums; and scheduled press releases. We welcome feedback on all of these strategies.

The Local Vocal Chord Bowl takes place at ARHS and features adult, college, and high school acapella groups. It is a joyous intergenerational celebration of making music AND it is a FUNDRAISER for music and arts programs at ARHS and at Northampton High School. In the last three years, the event has raised over $12,000 for the schools.

Snow Delay/Cancellation Determination Process

Dear ARPS Community:

Given the high level of interest in how weather-related delay and cancellation decisions are made, I thought it would be helpful to share the process that we use.

First, I would like to acknowledge the large impact that a change in schedule imposes on families. I fully understand how a snow day, delay, or early release schedule has many unintended consequences on family and working life for those in the ARPS community. Our transportation system involves a network of four separate bus companies who transport students aged 3-21 in three counties, eight separate school districts, in a wide range of towns where the weather and road conditions are very different.

Transportation Organization
We have a complex system of drivers/bus companies that, surprisingly, optimizes our finances and operations. Some of our buses and vans are owned by the district and are driven by ARPS employees. We also utilize the Five-Star Bus Company for routes in Amherst and Pelham. Our Regional routes in Shutesbury and Leverett are covered by the Kuzmeskus Bus Company; they also manage the routes for the Shutesbury and Leverett Elementary Schools, which are autonomous districts with their own separate School Committees and a shared Superintendent, Jennifer Haggerty (who also manages the elementary schools for the towns of New Salem, Wendell, and Erving). Finally, we utilize the Vanpool company to transport students with specialized transportation needs and we also provide transportation support for students attending multiple vocational schools across three counties in the area, which each have their own Board of Trustees and Superintendents.

Our Towns
A frequent response on either a day when a weather related delay/cancellation has occurred (or has not occurred) is that a different call should have been made based on the weather in a specific location. I want to acknowledge these responses as fully appropriate and reasonable.  

For instance, on the snow day on March 8, all locations and roads in the Town of Amherst were cleared in time for a two-hour delay to be appropriate. However, the road conditions in several other towns were not safe for travel as per their Highway Departments. Likewise, community members from towns with higher elevations and more dirt roads have expressed concerns about the road conditions near them on days when we have not canceled or delayed the opening of school.

The reality is that on any given day, winter weather varies widely between the four towns of the Region. The range in snowfall amounts from the highest elevations in Pelham, Leverett and Shutesbury are often quite different from those in lower elevations in Amherst. We try to do our best to balance the different weather and road conditions across the four towns of the Region when making these decisions. We do our best to make the best decision for all of our students with the information we have at about 5:00 AM, which usually (but not always) predicts what the conditions will be several hours later.

The Process
Our Transportation Coordinator, local DPW/Highway Departments, Shutesbury/Leverett Superintendent Haggerty, and myself are in contact about weather forecasts the day before any winter weather event. If there is high certainty on the forecast, we have attempted to inform the community of delays/cancellations the night prior if at all possible. When it is not possible, this same group begins communicating at 4:45 in the morning about current conditions. If we cannot receive assurances about the safety of bus travel to all four towns in our Region by the time buses are scheduled to depart to pick up our secondary school students, we assess whether a delay or cancellation is warranted. If the reports we receive indicate that the roads will not support safe transportation by 8:30 AM (when our Regional buses depart on days when we have two-hour delays), we cancel school. Student and bus safety is the primary factor in the decision-making process.

All decisions are made by 5:30 AM, because we know such decisions impact families in significant ways and some of our employees need to leave at that time to get to work. We update our automated phone line with delay/cancellation information (362-1898), contact local media outlets (22News and Western Mass News), and update the ARPS website (www.arps.org) with this information.

Memo from Superintendent Morris regarding Homework during Thanksgiving and Winter Breaks

Dear Amherst, Pelham, and Amherst-Pelham Regional Families and Staff:

As you know, students are expected to complete a significant amount of work outside of the school day and throughout the school year. We are committed to maintaining high expectations for our students, and we celebrate the many ways they achieve and succeed. However, we also recognize that there are times during the school year that students should be able to rest and recharge.

After deep consideration of the issue and consultation with our principals, as well as feedback from last year’s similar decision and from other districts that have taken similar measures, I have decided that no homework or professional work will be given, completed, or required by students and teachers over the Thanksgiving or the Winter Break. Long range projects will not have a due date of November 27th or January 2, respectively. Moreover, while daily reading is always recommended, it should be based on the choice of the student or family, not based on an assigned reading or text.

For our students' benefit, it is important that we recognize that these two breaks are used for not only religious or cultural observances and holiday celebrations, but also as a brief reprieve from the continuous academic assignments of the school year.

Además, aunque siempre se recomienda la lectura diaria, debe basarse en la elección del alumno o de la familia, no en función de una lectura o texto asignado.

Para el beneficio de nuestros estudiantes, es importante que reconozcamos que estos dos
descansos se utilizan no solo para las celebraciones religiosas o culturales y las celebraciones festivas, sino también como un breve respiro de las tareas académicas continuas del año escolar.

ARPS Food Services has New Director and New Website



The PGO would like to thank Mr. Ryan Harb for presenting at the Coffee on Friday, October 27th. Mr. Harb, the new Director of Food Services for Amherst Regional Public Schools, spoke about the district’s new in-house food services and answered multiple questions from parents. The switch to an in-house program provides much more flexibility and there are many exciting changes in the works. Students at ARHS and ARMS have been enjoying weekly visits from Chef Sam including samples of future menu items. Chef Sam will be visiting some elementary schools soon.

Update from the Amherst School Committee Chair and Vice-Chair

The Amherst School Committee is pleased to announce the membership of the School Building Committee for the Fort River Building and Site Feasibility Study. At our Tuesday, October 17th meeting, we randomly selected four at-large community members to serve on this 12-member committee. We would sincerely like to thank all those who submitted applications, and to those community members, educators, administrators, and town employees who will be offering their time and service to do the important work of this committee going forward.

The selection process went as follows:
  • All completed applications were numbered and names were removed.
  • These numbered applications were shared with all School Committee members via email.
  • The Chair and Vice-Chair reviewed the numbered applications and sorted them according to the positions for which they applied, which included:
    • Community Member with Green Energy Expertise and Architectural Background-At-Large Parent/Guardian/Caregiver
    • At-Large Community Member #1
    • At-Large Community Member #2

The Chair and Vice-Chair shared all complete applications and the categories with the Committee; final selections were made randomly during the public Committee meeting on Tuesday. The Committee publicly committed to having a minimum of 50% of the voting membership of the School Building Committee be composed of women and persons of color. Applications were considered accordingly based on the optional self-identification of applicants.

Welcoming Families Relocating from Puerto Rico

From the Central Office:

Last week, Dr. Marta Guevara, Director of Student and Family Engagement, and I met with Amherst Town Manager Paul Bockelman and Health Director Julie Federman to plan a community event in support of those who may be relocating to our area from Puerto Rico after Hurricane Maria. We anticipate that many families will come to the area with a range of needs, from help with concrete things such as health and housing, to help dealing with emotional trauma. On November 2, the community is invited to come together in a planning session from 6:30-8:00 p.m. at the Amherst Regional Middle School library. We want to plan, as a community, how we can best support our new neighbors who will be relocating to our area, either temporarily or permanently. The event is co-sponsored by the Town of Amherst and the Amherst Public Schools. For more information about the event, or if you know of a family with school-aged children that plans to relocate to Amherst, Pelham, Leverett or Shutesbury, please contact Dr. Guevara at 362-1871 or guevaram@arps.org so we can be ready to welcome them when they arrive.

Homework Inquiry Group - Feedback Requested

In late June, a team of nine educators and three parent/guardians, representing all of the elementary schools in Amherst and Pelham, spent three mornings together drafting a document intended to ensure that homework is aligned with best practices and research and is consistent both across our schools and between grade levels. The work was contextualized with an ongoing conversation about the role of homework in our schools that began last winter. This Homework Inquiry Group reviewed research about elementary-level homework and shared their experiences to ensure that both scientific and experiential data sources contributed to the draft report, which can be viewed at https://goo.gl/wLkxfW (English) and https://goo.gl/aHWca3 (Spanish).

The resulting report identifies the purposes of homework, the grade-level expectations, and the responsibilities of different stakeholders. This draft report will undergo a few rounds of feedback from different stakeholder groups. To offer feedback, please click on this link. We also plan to have a feedback session next month. Once feedback has been collected and considered, the homework policy will be finalized and an implementation date will be set to begin by January 2018.

Helping Our Toddlers, Developing Our Children’s Skills (HOT DOCS)
A Partnership Between the University of Massachusetts Amherst School Psychology Program and the ARPS Family Center

The ARPS Family Center is working with the University of Massachusetts School Psychology program to offer ARPS parent/guardian a unique opportunity to sign up for a 7-session workshop to improve family interactions, decrease stress, and build parenting skills! 

HOT DOCS is a parent/guardian education program for families of young children (2-7 years of age) who have some challenging behaviors. This program is appropriate for caregivers and parent/guardian of all children, including those with disabilities.  During the (7 week) 2-hour group sessions, you will be able to connect with other parent/guardians to learn specific strategies and parenting tips to prevent and manage your child’s problem behaviors. 

HOT DOCS Course Preview:
Week # 1  Early Childhood Development.
Week # 2 – Routines, Rituals, and Development.
Week # 3 – Development and Behavior.
Week # 4 – Developing Preventions.
Week # 5 – Teaching New Skills.
Week # 6 – Planning New Responses.
Week # 7 – Reducing Stress the HOT DOCS Way

This program has been used with thousands of families who report improvements in family well-being and decreased parent stress.  Together with other parents, you will learn more about child development, engage in hands-on activities, watch and discuss videos, and practice applying HOT DOCS problem-solving approach to real-world parenting scenarios.

At home, you will complete brief daily activities with your child to practice the skills learned in class. After you complete the training, you will be able to figure out why your child misbehaves, and have the tools necessary to help your child be more successful at home and at school.

We will offer HOT DOCS in two seven-week session on Tuesdays.  Each session will last for 2 hours.  Light refreshments will be served.

The first session will meet on Tuesday mornings from 9:00am – 11:00am on:  9-26-2017 / 10-3-2017 / 10-10-2017 / 10-17-2017 / 10-24-2017 / 10-31-2017 / 11-7-2017


The second session will meet on Tuesday evenings from 5:30pm – 7:30pm on:  11-14-2017 / 11-21-2017 / 11-28-2017 / 12-5-2017 / 12-12-2017 / 12-19-2017 / 1-3-2018
